[cisco-voip] Night Bell

IMHO, it makes sense it would start ringing as soon as
you put it on the system. There is nothing on that
bell to open or close the circuit like on a telephone.
I imagine that this is similar to the issue of having
a paging system get "stuck" when you attach it to an
FXS port.
