[cisco-voip] Transfer timeout

Interdigit timeout is T.302

Remember that if you change this, it will also affect how long the 
system waits for a number to be entered when matching variable length 
route patterns (for example, 9.011T)

Not sure if this is specifically what's involved in the case of call 
transfers/forwards though...
