[cisco-voip] Transfer timeout

2 timers may affect this. they are under advanced service parameters of 
the CM service.  they may need to be adjusted individually on each 
server in your cluster depending on your version.

the parameters are:
"off-hook to first digit timer"
"T302 Timer"
