[cisco-voip] Freeing up DSPs

just to add to this what should happen in the following scenario, I have a
router with VWIC 1MFT1/E1 and PVD2-64 , I am going to use it for a E1 port
and want to use the remaining DSPS for conferencing, I will be configuring
the E1 first and then the conferencing, would the remaining DSPs available
for conferencing after I configure the E1 port.
