[cisco-voip] CCM 5: Separate TFTP Server

That separate server also has to have callmanager installed, you just 
disable the callmanager service on it.

With a standalone (non-callmanager) TFTP server, you'd have to manually 
copy over the phone configuration files *every* time you make a phone 
change in callmanager.
