[cisco-voip] Cannot update 7941/61 phones after applying DevPack 65 to CCM 4.1(3)sr2

This appears to be a bug,  CSCsi52910 which is fixed in 4.1(3) SR5 and
higher. According to the bug id you can just click through the
warnings as the workaround, but people on the cisco netpro foruim say
the changes don't take when this happens. I'm needing to the DevPack
to add support for new model phones also but now it looks like a SR
update is needed which means JTAPI at minimal on CRS/IPCC, etc or more
(haven't looked into it much yet to see what all will be effected).
