"Quality" and "delay" are separate axes.  Quality is measured in MOS, and 
delay in milliseconds.

I suspect what you're asking is what maximum RT delay your users 
are likely to not be unnerved by.  If quality is high, users tend to be 
able to communicate at up to about 1.5 seconds of delay, if they know to 
expect it.  If they don't know to expect it, and don't want to be aware of 
it, something under about 400ms tends to be best.  Bad quality greatly 
exacerbates the effect of delay on users' ability to communicate with each 
other, though.
