You will need to check with the telco as to if they offer it in your area.

we had an issue of the closest BRI service was 20 miles away in a different
city.  They would get it to me but my phone numbers need to change to the
other cities prefix.  (not an option)

you also must know that each channel is a dedicated phone number.  It is
like a PRI in that it's ISDN but the two channels are like bonding to POTS
lines.  you get two numbers and only one channel per number.

If Cost was the issue you could look at a partial PRI.  That way you can
have DIDs riding on it.
