Call me crazy, but I think the way to go would be to have analog speakers installed (which are never end of life'd, or at least not in five years) and then build the system around that. I think it would be much cheaper and can be used as emergency communication in the event of failure.
All you need is an amp in a broom closet (which we have) to power the things and to interface into the phone system.
You can get more elaborate with zone paging if you want and with security codes.
We're already having trouble ensuring that IPCC upgrades will match your CCM upgrades....adding something like an IP based paging system will just add to upgrade headaches.

Bogen will integrate with pretty much any paging system out there. there TAM-B device is the defacto standard for this.
Also Synapps will do both XML paging and open a line to the TAM-B so that you can do both over the phone and overhead paging.
I have done both of these so let me know if ou need some pointers.

One of my end customer is looking for an overhead paging system that runs on a VoIP network and can integrate with Callmanager . Berbee Informacast is not an option. I know that Valcom , Syn-apps and Bogen make VoIP paging systems.
