Subject: [cisco-voip] Getting state message from mobile phones

I've got a site in Tokyo where the users are complaining that they're
getting the generic "Your call could not be completed as dialed" from CM

when they try to call a cell phone which is turned off/out of range
rather than getting an actual announcement from the telco stating why
the call couldn't be completed.

Any ideas?
