[cisco-voip] Getting state message from mobile phones

Sometimes you can adjust the T310 or T300 timer (I can't remember which) in
the gateway to allow a longer period of time for the cell phone company to
time out their cell phone search attempt. The counter in question defaults
to 10 seconds, I think.
