[cisco-voip] Known applications that can change CoS for IP Phones in CUCM 6.0

Hi,
Does anyone know of any third party applications that can change the
Class of Service of an IP Phone in CUCM 6.0. Here's what I'm trying to
accomplish:
1. Departments within a company are allocated a fixed budget for
placing telephone calls.
2. When they exceed their credit, the Calling Search Space for the
DN is changed to permit calls to internal and emergency numbers only.
3. When credit is renewed, the Calling Search Space should be
changed back.
If anyone has any suggestions it would be greatly appreciated.
