[cisco-voip] IPCC Express Upgrade License

There is no upgrade from IPCC 4.0 to 5.0, it is a complete reinstall
from scratch with no migration path.
You need to call TAC licensing back and tell them to rehome your IPCC
4.X license to IPCC 5.X... I just did this for a customer and it was a
pain in the butt, but they eventually did it.
Make sure you mention that you are retiring and killing off the 4.X box.
