I get what you're asking now.
The way I do it is to first create a new Phone service.
In there I add the URL that I want to use, in this case the Directory URL:
http://xx.xx.xx.xx:8080/ccmcip/xmldirectory.jsp
Im just using this URL as an example.
Then I go into the device and "modify Button items" and add the "SURL"
I then go to "Related Links" and subscribe to the "Directory" Service I just
created. Once Its subscribed I go back into the device, click "Add new SURL"
line and choose the service I just subscribed to.
It might seem like a lot of steps but that is they way I have always done it
and it works for me flawlessly.

It is CCM5.1.3
We just want the Corporate Directory...
Just on the phone...
But where do you enter the URL?
