[cisco-voip] Transfering from Unity

Commas are valid in that field. Restriction tables are only enforced
when the user/administrator is entering the number in SA/PCA, so, if
Unity lets you save it, they're out of the picture. Do the voicemail
ports have a CSS that can call this long distance number? Check the app
log of the Unity server to see if transfers are failing due to reorder.
If there are no obvious answers there, you might have to pull some
traces, either from CCM or Unity, to see what is happening on the call.
