[cisco-voip] Cisco Fax Server/ Resource Unavailable / MGCP H323

We have both fax passthrough and fax relay working at a site using the mgcp
config I forwarded previously.  There are some gotchas, like having to
downspeed the faxes and disabling ECM occasionally, but only in rare
situations.  And I think those are issues associated to fax passthrough in
general.

 I have both Xmeduis Fax server and ATA's working over the same PRI's at my
main site.  

 

But I'm also using H323 gateway so I have a little more granulaity.
