[cisco-voip] DST problems with 7940s being one hour off on a DST patched system

Every time a 7940/60 goes offhook and onhook it gets the current time  
from CM.  That should be all that is required to update the time.

Per the DST docs, these versions have the DST fixes in them. I know
SR6a is out, but I don't think I need it for this problem.
