[cisco-voip] DST problems with 7940s being one hour off on a DST patched system

Right. The time is right on the phones now, but why doesn't resetting
them all at once clear it up? I had to reset them in batches of 7 or
so for them to get right time. If I reset more then 7 through CCMAdmin
the phones reset but were a hour ahead.  It just feels like it is
touchy and sensitive and if you look at it the wrong way it'll show a
wrong time.
