[cisco-voip] Calls not completing to some mobile prefixes

I had thought the callmanager was dropping the call.
But asking more pointed questions of the user they
were hearing a funny tone and replacing the handset.
The carrier said we should recieve ALERTING within
5seconds and that is why I thought of timers. The user
was hanging up before the 5 seconds.
I have asked them to go back with a longer debug to the carrier.
Thanks would never have thought of it !
