[cisco-voip] CER upgrade doc?

Soon, Cisco is going to provide docs only to partners and require you to 
work with partners to install/upgrade their communications systems.

Isn't that the norm in the telephony world? I mean, I can't go out and 
install my own Siemens switch can I?

I'm not saying it's good...but don't be surprised.
