[cisco-voip] CER upgrade doc?

Is this the 1st quatrain of Lelio Fulgenzi?.. spooky!
The second one.. will be a prediction of when we can forward non-primary
lines.

Scott, i've had the same troubles with CER documentation. Especially finding
the right document that answers my questions.
