Yes, I've seen this before. This was a bug.

I got ES96 from TAC to resolve. I would recommend just sticking with a
main SR. I believe it is in SR5b or later.

When ever attempting to either add or update a 7970 within CallManager
we receive an error with no details that simply references the update
URL (example below). We can update the lines attached to any existing
7970, but can not update the any phone settings, nor update a 7970. We
can add/update other phone models (IE: 7960) but not a 7970.
Any ideas? CCM Version: 4.1.3sr2 , Device Pack 65
