Depends on the version of CallManager.
I am willing to bet Cisco would argue that you would need to buy the
copy of CCM for the VMWare install, however, they are probably not
going to prosecute you for it (especially if it isn't live and
providing real phone services to real users).
Second, since Cisco provides a demo license with CCM 6, and does
support VMWare for lab purposes (and says as much), I would argue that
it is technically legal (since they provide a warning not to put it
into production, they can't very well say it is wrong to install
it...)
