[cisco-voip] UCCX agent unable to connect

I would verify rights to the license file directory in UCCX. Typically
if you can read the license file then the agent can't continue to load.

I had the same problem a long time ago and I think I fixed it by
configuring my IPCCX servers in the Cisco Agent Desktop. Select your
profile, click Setup -> Configure Systems and add the server's IP.

I have a new deployment of UCCX 5.0(2) with UCCM 6.1. I have uploaded
the correct licensing and it shows active for the number of agents that
I have. When I try to launch the cisco agent desktop I get "The license
or resource manager may be down. Please talk to your administrator". I
can ping the server by name. In the log files on the desktop I get the
errors below, I have removed the correct IP information.
There is no firewall between the PC and server. In the event viewer on
the server it keeps throwing information events in the application log.
