Jason,
How exactly did you configure your FXO port? Did you simply setup a POTS dial peer with a destination pattern referring to that port [like me]? or. . . .

I’ve worked with Valcom support in the past, I suggest calling
then back, similar to Cisco TAC the first person may not always know what they
are talking about!
A V2003A works great with CallManager and FXO port.
Anything with FXS risks disconnect supervision problems. FXS disconnect
supervision varies by product within Cisco. For example a ATA-188/SCCP with CCM
4.x is different than CME in regards to FXS disconnect supervision.
By sticking with FXO you don’t have this issue.

If you call Valcom support they will tell you that they do
not sell a device to interface with a cisco FXO port. We typically use the
Valcom V9970 with an FXS port.

Hi folks,
I have an FXO module that is connected to a self-amplified Valcom paging module
and when I dial the number associated with the destination pattern that I've
associated with that port, I get nothing. I've attached a Bogen PCM2000 to an
FXO port before and it worked beautifully. This time I'm having a lot more
trouble. If anyone has any suggestions or hints, it'd be much appreciated.
This is a 3845 + VIC2-2FXO running 12.4(9)T4.
This is a CCME box.
