[cisco-voip] i get busy error w/ isdn incoming calls.

Your provider IS sending you only three digits and that's it. It could
be a mistake on their side, if you're agreed to 4 or more with them
previously, or it's just the way they do it.
You can easily support this using the appropriate (three digit)
translation patterns in CallManager. If you need some ideas, let us know
what extensions you are using locally.
