[cisco-voip] Just want to make sure I understand the licensing for CCM 4.2(3)

Hello All

I am getting ready to add a bunch of phones to my system (CCM 4.2(3))
for the first time since our original deployment.  I just want to make
sure I understand the licensing in my version. 

I have a Publisher server and two subscribers.  My understanding is as
follows:  There are no actual software licenses in the servers that get
assigned when I plug in a new phone.  

(My old InterTel system was like this.  If I wanted to plug in 170
phones, my software license in the server had to show 170 or they were
not going to get an IP address.)

My servers are 7825 and I recall our partner saying that they could
handle upwards of 2500 phones.  Technically, Morally, Legally, I am
supposed to have a License from Cisco for every phone that I have
plugged into the network.  I can have spare phones for hardware
replacements that I do not have a license for, but if I have 230 phones
on the system, I should be able to show where I purchased 230 phone
licenses.  There is still no actual software that needs to be changed or
upgraded on the servers.  I know I can purchase just phones, just
licenses, or a bundle that has the phone and the license. 

I know on the newer versions of CCM, they went to License units that are
used on the servers and get allocated depending on the different
equipment you have plugged in.  When you run out of LUs, you need to buy
some more and update the license file before anything else will work.  

Is all of the above correct.  Just wanted to confirm so I can tell the
execs what is required to add some users to the system.
