CSCsk20424 looks favorable.  try grabbing the latest version of the IDP installer from cisco.com if that doesn't work open a TAC case so they can apply an alternative workaround.

Hi I am trying to install the AUS dial plan on to one of the subscribers of a CUCM 6.1.1-2000 server and getting this error "Error while selecting from Dial Plan table. Reason : 42000".  It installs fine on the Pub and one other Sub but fails on the 3rd server.
