[cisco-voip] AUS Dial Plan error - Error while selecting from Dial Plan table. Reason : 42000

CSCsk20424 looks favorable.  try grabbing the latest version of the IDP 
installer from cisco.com if that doesn't work open a TAC case so they 
can apply an alternative workaround.
