[cisco-voip] Transfer issue PSTN calls across the WAN

I have an issue with transfering calls across that have arrived on the PSTN
across the WAN to another phone locally.
The set up is remote site with centrally based call managers, using G729 for
calls to the HQ, inbound and outbound calls are placed across the WAN using
the PRI's at HQ. I also have a local E1 used for inbound calls for there old
DDI's and for SRST.
If a call comes into the DDI on the PRI at HQ to a phone at the remote
office and I try to transfer to another phone within the remote office then
the call I am trying to transfer the call to get's an engaged tone.
If however I call the old DDI on the PRI which are local to the remote site
and then transfer the calls locally, this works fine.
Is this because I am trying to transfer a G729 call to G711 local handset.
Do I need to set up some transcoding for this to work. I have had to set up
the hardware conference bridge on the router so I can place conference
calls.
