[cisco-voip] Transfer issue PSTN calls across the WAN

there are almost too many things to check here, but let's start with
the basic stuff.
This is unlikely a transcoding issue (unless you have SIP trunks).
Are the gateways MGCP or H.323?
Are there any SIP connections?
