I once had this with CCM 4.1(3)SR4d and had to install an ES to resolve.

Subject: [cisco-voip] Issue with partitions and DNs being busy when CSS
isright

Anyone seen this before?

Have DN 1234 in Partition A and when we change it to be in Partition
B, when you call it it is busy. The CSS's are all set right and the
phones have been reset.

The CCM Detailed trace shows the DN is being blocked when we call it.
BlockFlag=1

There are no other matching numbers or wildcard patterns to match this
in the system. Some DNs are working fine in the A Partition but some
are not. If we change the order of the A and B partition in the CSS
then all the DNs can be called fine.

The Call Manager version is 5.1.2-3000-2 .
