[cisco-voip] Issue with partitions and DNs being busy when CSS isright

Appears to be a database replication issue, maybe. We changed the
phone to be reg'd to the publisher and same problem initially, but
then changed the DN to be in the working partition and it worked, then
changed it back to the other partition and it continues to work on the
pub and when we moved the phone back to register to the subscriber.

We have these replication alerts every few minutes. I am wondering if
these may be some other issue.
