[cisco-voip] Issue with partitions and DNs being busy when CSS isright

We fixed the DB Replication issues, and are having the same sort of
problem. Some numbers change fine, but other numbers we need to change
twice then they start working as expected. And we have a few numbers
that aren't working when changed to the other partition and when you
call the DN it is busy and CCM Detailed traces show it being blocked
for some reason.  The one stubborn DN I was dealing with originally
started to work fine in the right partition after the 3rd or 4th time
I changed it from the one partition to the other partition.
