[cisco-voip] Issue with user permissions / roles and groups in 6.1.2

Hi,

I've been trying to get roles and groups to restrict access to some admin
people so they can only

a) change End User details
b) change phone settings (line name, CSS, etc.)

This is cool and I thought I had it working okay, however I've found that
with the two above settings the user is able to add groups to accounts.  So
they could create a new user and give themselves permissions to modify route
pattern's or gateway's for example.
