[cisco-voip] Inter Cluster Shared Lines

Could put the DN's on the 6 cluster, and then do a single number
reachability against the other cluster, then if somebody calls from the 6
cluster it will ring the 4 cluster DN's too?  I haven't done much with SNR
but the theory is there :)
