[cisco-voip] Placing calls on hold

One of our departments is asking if there is any way to place a call on
hold on the person's phone that picked the call up and restrict others
from picking the call up from another phone. The problem is that when a
person answers a call and places them on hold, another call comes in and
instead of scrolling down to the call to pick up, they just press the
flashing button and answer the phone but the caller is actually the one
that was originally placed on hold, not the new caller.
Any known options out there to help?
