[cisco-voip] PRI Issue

I'm bringing up a PRI circuit remotely and having issues bringing it
up.  I called the Telco and they said they have no issues on my end.
They claim it is a signaling issue, they are getting this error "Out
of service block.  No response. Auto"  .

I did research on Receiver is getting AIS which says that the issue is
on the Telco side.   But they say they have no issues on their end.

T1 0/0/0 is down.
  Applique type is Channelized T1
  Cablelength is long 0db
  Transmitter is sending remote alarm.
  Receiver is getting AIS.
  alarm-trigger is not set
  Soaking time: 3, Clearance time: 10
  AIS State:Clear  LOS State:Clear  LOF State:Clear
  Version info Firmware: 20071011, FPGA: 13, spm_count = 0
  Framing is ESF, Line Code is B8ZS, Clock Source is Line.
