[cisco-voip] MGCP gateway 2 dialing

As far as I know ... two stage dialing can be a huge toll fraud exposure if not programmed correctly. 

For example, if someone dials your local number and then gets dial tone and has access to dial peers that send calls out the gateway again, you have no way of tracking that. Well, you can track it, but you can hold anyone accountable.

yes. if FXO port then make sure to not configure connection plar. if 
digital port make sure you do provide a called party number via the 
signaling channel (inband cas or PRI) or leave off the 
direct-inward-dial command:
