[cisco-voip] Phone Licencing

CM 4.x had no real way of tracking licening.  As of CM 6.x (maybe 5.x but
can't remember) you have license files that are uploaded to the server to
make sure everything is licensed.

With that said, you will not know for sure if they are licensed on CM 4.x
