[cisco-voip] MGCP gateway, calls fails to International

You can only set the Numberplan/Type on the actual interface in CUCM. Try changing the Called Party to ISDN/Unknown.
If your provider requires you to send every call in the correct format you need to use either SIP or H323 so can configure translationrules in the GW

I'm checking with telco, but assume this is failing because of the type/plan.

 

For MGCP is the Plan/Type set in ccmadmin? Can it be set in Route Pattern 011! somewhere?
