[cisco-voip] Unity "express messaging"

I am aware of, and already have built the *XXXX transfer to voicemail.  
However, this needs to be dialed from OUTSIDE the system. IE someone can  
dial the public DID number of (123) 555-1000 (replace with actual DID) -  
and get a "call handler" from which you can dial a user's extension and get  
directly to their voicemail box without the user's phone ringing first.
