[cisco-voip] cisco 3845 IOS image to use for gateway

Cisco always recommends 12.4(13f) main line.  It you don't need any T train features then this is the most stable release for voice.  I use this for all my gateways, unless they are running CME.  If you do need to support newer phones then, yes, you do need the newer T train.
