Can you use BAT ?

Configure your phones and group then together in the cut over schedule 
with a description such as CUT 1, CUT 2  or use  names of Partitions 
Partition 1, Partition 2 etc that way you can add all your phones but they 
are hidden from the rest of CCM and you still keep the default route 
pattern back  to your PABX. Now when it comes  to Cut 1 date use BAT to 
identify these phones again using  the Description or Partition name you 
created and change their Partition to the "real" one

What PABX are you migrating from , if it is a Nortel yo ask the supplier 
about Vacant Numbering- it allows you to configure the Nortel up with a 
xxxx route pointing to the CCM so that when you delete the DN from Nortel, 
 automatically any call for that DN is routed to the CCM without any 
additional work
