Using a SIP proxy, or a B2BUA.
Even if your calls are going back out as TDM, SIP is a high-level
protocol subject to easy destination manipulation using inline database
logic and mediation, whereas SS7 or Q.931 are not.
So, have some dial peers per carrier that require particular prefixes to
access them, then deliver your user calls to a proxy that can then do
the appropriate translations (based on the LCR values) and send the call
via SIP to your media gateway.
Never, ever, ever take an approach that requires thousands of dial
peers. This is a terribly stupid, wasteful, and inefficient idea. You
need to route the calls through a central, intelligent entity.
