Rick,
You will need to have licensing to add the subscriber. The other thing that
you need to be careful is that for the server to show up in the group config
is that the services need to be running on the subscriber.
By default on CCM 6.X you get 1 Server license and 50 Device Licenses.
You can go to system, licensing and check the license report.

Hello all,
I've got a vmware server running two instances of cucm6.1. The 1st one,
the pub, is working fine. I added a second, and want it to be a subscriber.
I'm having trouble getting the two to sync database, etc. I want to have a
CCM group with the sub as primary, and pub as secondary ccm for the
registration.
Is the reason they are not communcating related to liscensing? I'm
obviously doing this in a lab for learning, so I don't have liscenced mac
addresses and files to upload. Just wondering if that is needed in ccm6.
It's been a while since I've worked with Call Manager, 4.1(3) days. Getting
caught up again.
