[cisco-voip] beeps while muting/unmuting the phone

I tested this muting and un-muting with a 7961 and a 7970 both using
firmware 8-4-2,  muting the phone, it muted and then beeped, when un-muting
it beeped twice and then un-muted, so even on speaker phone the you
shouldn't hear acoustic echo
