[cisco-voip] Best Sequence to Upgrade Cluster 4.1(x)

back on 4.1... I always did OS pub, tftp, subs then OS SR pub, tftp, sub.
then CM SR pub, tftp, sub and last Dev pack if even needed. pub, tftp, sub.
