In Unity you could send a Broadcast Message to all subscribers, their
red light would turn on, etc.

Check out IPSession from IPcelerate

I suspect you should upgrade to a 4th generation phone and maybe look
into Cisco Unified Presence Server. I suspect the 79x0 will be a
limiting factor.

The Cisco IP Phone Messenger service (IPPM), included with Cisco Unified
Presence, provides an Instant Messaging (IM) client on Cisco Unified IP
Phones with presence-enabled contacts lists.

Subject: [cisco-voip] Broadcast Message

An end user posted the following question:

We are curious if our phones Cisco Model 7960 IP phones are capable of
sending a broadcast message to all phones currently located in a
particular site
in case of emergency?

Any ideas?

Thank you in advance
