7940/60 supports many of the broadcast APIs, including text to screen and multi-cast streaming. We're doing it with a third party solution - Cistera.

An end user posted the following question: 

We are curious if our phones Cisco Model 7960 IP phones are capable of 
sending a broadcast message to all phones currently located in a particular site 
in case of emergency?
